OK.snapshots generally became popular after WW1.The dropped waist on the little girl is a 1915 on style.
So I would suggest the latter part or just after WW1.

Would anyone agree that the smallest girl is of mixed race.  If its who I think it is, her father was Greek.

Any guesses as to the occasion?

It's difficult to say if she's part Greek as some children are naturally dark skinned.
A Confirmation perthaps.
