Did these people live in a mining area?
According to http://www.census1891.com/occupations-e.htm
Engineman - employed at a mine to be in charge of the machinery in the engine house used to crush and transport the ore.

Or could there have been an equivalent minding engines at the flax mill?

Hi :)
I think he was a railway engineman, as janinez spotted from his address.
He was an Engine Keeper on the 1871 census -

and a Railway Engine Fireman on the 1881
