At a stab I would suggest that the image shows someone who was serving in the VTC, the Volunteer Training Corps. This unit drew from the older or unfit men that were not in the armed services and were raised in their local area and were deployed in the home defence, akin to the Local Defence Volunteer's of the second world war. I could be totally wrong of course and stand to be corrected.

Any possible links to India?
Some of the VTC uniforms ive seen were a darker green...however I agree that its something like that especially the rank system.

I wonder if he is a member of the Hussars, I think I can see a H in the centre of his cap badge at high magnification, certainly the wreath and crown are similar to 18th Hussars and he is wearing what appars to be jodhpurs. The royal cypher appears to be on his tunic buttons.

I would totally agree with old rowley
It does look like a volunteers uniform from World War I.

If you could get a close-up of the badge it might tell you from which area the volunteer unit was based, as most of them were affiliated to their local territorial battalions.

I posted on GWF so there have been a few replies all towards VTC.
