Anyone able to fix this up for me please? remove all the scratches etc and lighten it up?

You have a good restore by Studio 1 but this really needs to be rescanned at a higher resolution. This has been scanned at a  very low96 and should be at least 300 dpi to get all the detail.

thank you for the efforts, i dont have possession of the original photo currently but i will try and get hold of it and do a better scan
