I'm not sure Culmstock was included in Somerset in 1851.

You might like to look at this thread. It looks like Culmstock was in Devon in 1851 but Somerset in 1861...confusing or what!

Yes Culmstock is in 1861 for Somerset.
The only folk of that name in 1861 are the following:-
