Anyone seriously interested in digital restoration should read Ctein's book - "Digital Restoration from Start to Finish" - or at least start by looking here - http://photo-repair.com/

I was so disappointed with this book :-\...I'm glad I didn't buy it...it was a gift.
It's padded out with repetition and technical jargon and an excessive use of illustrations....it works on the assumption that the reader has access to the original photo as much of the advice is based on the correct scanning procedure using functions that are not available in my scanner.
Really for those with the full Photoshop package.
I wish I had seen Irene's post first as he does recommend this book :-\

I have always been a strong supporter of GIMP software for beginners. Not only because it's free and prevents a huge financial outlay for those looking to test the water and their ability. But also because used correctly GIMP can produce very good results.
A book I would recommend is "GIMP 2.6 for Photographers" by Klaus Goelker.
Good luck
