only the marriage certificate will tell you Arthurs fathers name, you can order a copy from the GRO (Gro.Gov) using the reference no.s Allisont provided

Try searching FreeBMD
http://www.freebmd.org.uk/cgi/search.pl
Anyway
Births Sep Q 1917
Arthur JE Law, mother's maiden name Smith, Bristol 6a 40
Marriages Sep Q 1916
Ernest Law and Harriet Smith Bristol 6a 159
So looks very likely but as toni* said before only a certificate will prove beyond doubt.

Please be careful not to name people here who might still be alive!
