You can try writing directly to the Mairie (town hall). Bertrix appears to be the appropriate commune:
http://www.annuaire-mairie.fr/ville-bertrix.html (has an email address)
http://www.bertrix.be/  (official site)

You could probably use this French letter as a guide:
http://genealogy.about.com/library/blfrenchletter.htm

They may email back wanting you to send them a letter by post + some sort of payment for the extract, but some will just send you something direct, it varies a bit depending on who's in charge.

The other method is, if you have an LDS family history centre near you, you can get civil records for Orgeo on microfilm.
http://www.familysearch.org/eng/Library/FHLC/frameset_fhlc.asp = catalogue for finding the right film numbers
http://www.familysearch.org/eng/library/FHC/frameset_fhc.asp  = find if there is a centre near you.

Their opening hours tend to be quite limited as they are run by volunteers but if you have the films it means you can look through for births of her siblings, marriage of her parents, etc, without knowing exact dates.
