The only thing to suggest he was military is what looks like a good conduct 'badge' on his left cuff. So apart from the tunic everything else is or could be civilian.
And the tunic looks to have collar badges.

Bristol posted this earlier on the photo restoration board, I replied to it in what I thought it could or might be and suggested he post it on here,I am not familiar with pasting the thread on here.

Civilian, possibly Ex or serving soldier dressed to go shooting. Not the kind of gun an NCO or private would possess unless they had left the army. Shotgun has an English stock and forend. with centrefire hammers. That would usually rule out America. Picture taken probably between 1895 and 1910 but not definate on that. The knife hilt might possibly give a clue as to the country as different styles were in vogue in different parts of the world. That's not my field though so I wouldn't like to hazard a guess.
