I am not sure. The front is Frank dressed in Army uniform, thinking first world war.
I can't see any distinguishing land marks but will send the front of the photo.

can not really help with the location but the first part of the writing reads "Frank at".... as for the date it would be after 1924 due to the evidence of him wearing collar dogs.
He could just be on an exercise/ firing range in the UK or a posting overseas as true to their motto the R.A. were "everywhere" (even in peace time).

The place looks like Pilawawa?  There's a town in Ontario called Petawawa, and a town in Poland called Pilawa.

I am not an expert with the RA but didn't their collar badges have a scroll under? Those without being Militia or territorials. I also thought that they moved the lanyard to the right shoulder in c1920/1, but I have seen it claimed for 1924.

I would say CFB Petawawa, Ontario i'm from there, it's a military base, and it started out as a POW camp...

Petawawa is probably correct.
The standing collar and 7 buttons indicate Canadian pattern service dress uniform, worn from 1903 through to 1917, when replaced by the British pattern (rise-and-fall collar, 5 buttons).

So he's Royal Canadian Artillery. The Canadian army wore collar dogs before and during WW1.

If you have his full name, you should be able to find his attestation forms on Ancestry or at collectionscanada.gc.ca
