I think there is some confusion, as Lieutenant Commander is a rank in the Royal Navy.  Could it be Lieutenant Colonel?
BEF was the British Expeditionary Force from  1914, the army in FRance and Flanders, but I do not know about the 'NE' bit.

In common usage the title British Expeditionary Force was reserved for those troops who volunteered for the regular army before the war, and who fought in 1914, so that would suggest that James Lamb was in the army before WWI.  My g.uncle was enlisted in  The 19th Royal Hussars (Queen Alexandra's Own) in 1906 and on his death certificate (he died in France in 1917) it states he was in BEF.
