Aldershot was in the Hartley Witney Registration District at that time.
If you get the Birth Certificate identified by this Index, it will confirm his parents names.

The Arms you display are noted in Burke’s General Armory as follows;
Rowe (Ballycross, co. Wexford; confirmed to John Rowe, Esq., of Ballycross, J.P. and D.L. and to the descendants of his grandfather, Ebenezer Radford Rowe, Esq.). Gules on a bend engrailed between three garbs Or, as many crosses pattée fitchée of the field. Crest – an arm embowed in armour proper round the wrist a scarf Gules int eh hand a sword Argent hilted Or holding up a wreath Vert, the arm charged with a cross pattée fitchée also Gules.
Strictly speaking, to use these Arms you would have to descend in the legitimate male line from Ebenezer Radford Rowe.
