Hi Indiadog1,
Fascinating piece of film. Looks like the family went to some sort of zoo - looking at the penguins there.
The still at 2.42/43 looks very much like one of the floating sea forts that were used in WW2.

Hi Indiadog1,
welcome to Rootschat.
If you have the technical gubbins to be able to freezeframe and enlarge, do you think you can pick out the car registration from 0:17 or the markings on the boat's flag at 2:35? Might be clues there.

My overall impression was of a visit to relatives on the south coast of England. Did I see a glimpse of a white cliff towards the end?
Snow scene (if in south of England) might be Feb-Mar 1947.

Hello again,
The "bits" sticking up from the sea between 2.20 and 2.28 don't look like beach breakwaters - more like the remains of a burnt-out pier"

Definitely white cliffs, yes. Isle of Wight maybe, doesn't it have the cliffs too?
If you could get stills of what look like beachfront hotels you might be able to get a match to an old photo of Cowes, Dover or whatever...
Cheers,
