In order to establish the parentage of William Frederick Harper , born 22 august 1842 in Birmingham, I need the GRO ref No to get his birth cert. Can someone help please.

He may not have been registered. He's not showing up on freebmd. Registration became compulsory in 1875 (with penalties for failing to do so). Many births were registered before this though, but I cannot see this one.

Hi again. Perhaps I should explain that my William Frederick Harper should be the son of William(b 1806) and Sarah Maria( nee Walker b.1819). He is listed as living with his parents in Birmingham in the 1851 and 1861 censuses and with his wife and kids in the 1871 census - all saying his birthplace being Birmingham. However, in the 1881,1891 and 1901 censuses a person with the name William ( no Frederick), the same wife and kids, all with the same birth years, is shown as being born in Dudley.
On GenesReunited someone is claiming that the latter William is a different person, actually born in Dudley, but with the same parents christian names although the mother's maiden surname is Jones(Not Walker). I want to clarify the question by getting the birth cert and the mother's maiden name. I suppose he might have physically been born in Dudley although his parents were living in Birmingham. And/or the un-named Harper might be him.
