In 1911 at Crow Lane West, Earlestown, Newton-le-Willows (aka Newton-In-Makerfield) I find:
Frank POWELL boarder single 25 bricklayer b. Earlestown
I then find a possible marriage in Dec qua 1912 to a Margaret McGRAIL (Warrington Civil - prob. Catholic)
I wonder if anyone out there has this couple in their tree?

My grandparents, Arthur Robert MOORE and Hilda JACKSON married in Earlestown in 1942. One of my nana's good friends and one of her bridesmaids was Mary McGRAIL. I believe Mary was Roman Catholic.
I wouldn't be surprised if this is the same McGRAIL family.

UPDATE:
their marriage took place on 30 Nov 1912, at St Mary & St John RC Church, Newton in Makerfield, Lancashire
in the 1921 census living at 15 High St, Golborne, Lancashire with a son Edward
in the 1939 register living at 18 Kings Road, Golborne, Lancashire (speculate a daughter hidden from viewing) - their son Edward, a police constable, living in Huyton With Roby, Lancashire
not sure how Mary is related

Mary might not be related. I'm speculating. It's just, to me, McGrail is a very Newton-le-Willows name and connected to my family through my nana, location and church/faith.
The church you mentioned is my auntie and uncle's church.
I see the name McGrail crop up quite frequently in historical copies of the local Newton & Earlestown Guardian Newspaper. This newspaper also covered Golborne and was eventually renamed the Newton & Golborne Guardian. It might be worth checking the paper out for the family you're looking for. Find My Past have good but not complete coverage of the paper.

I believe I have Frank POWELL and Margaret POWELL nee McGRAIL as mourners in the attached funeral notice from the Newton & Earlestown Guardian, 03/04/1942.

It sounds like a Frank POWELL had a postal order stolen from him here. As this involves a census office, it feels extra relevant to a family historian.

THEFTS FROM CENSOR'S OFFICE
William Christian Jacob Bollaam, a Dutchman, was charged before Mr. Hopkins at Bow Street Police Court on Monday with stealing postal orders from letters in the Censor's Office.
It was stated that the prisoner, who was employed as examiner in the Censor's Office, was in receipt, of a work salary of £4, his duties being to deal with correspondence intended for Holland.
In consequence of the loss of letters passing through the office special observation was kept, and on December 16th the prisoner was followed to the Strand Post Office, where he was seen to cash an order for 10s. in the name of Blou.
On December 24th he was seen to cash a postal order for 2s. in the name of Frank POWELL, and was then stopped by Detective Cartwright, who took him to the General Post Office, where he admitted having stolen both the orders referred to from letters opened by him in the Censor's Office.
The magistrate remarked that one of the orders in question was addressed to a prisoner of war in Holland. This was the meanest sort of pilfering possible, and he sentenced the prisoner to three months, with a recommendation for deportation.

One last find for you.
I was just reading a retirement notice of a Mr. Mark O'Brien from the Newton & Earlestown Guardian, 14/01/1938, and found Frank POWELL mentioned:
"After 40 years' service as a railway employee, Mr, Mark O'Brien, of Earlestown, has retired, and a gathering of workmates and trades unionists, occasion was taken to show the general respect in which he had been held.
In the unavoidable absence of Com. T. B. Ball, Mr. Leslie Ball presented and briefly referred to the activities of Mr. O'Brien.
He called upon Mr. Mather (foreman of the Maintenance Dept.) to make a presentation on behalf of Mr, O’Brien's colleagues.
Mr. Mather, in making the presentation, wished Mr. O'Brien long life and the best of health during his retirement, and his remarks were endorsed by several of the gathering, amongst them Mr. Frank POWELL, who was able to refer to 30 years’ association as a worker with Mr. O'Brien."

Oh, the funeral notice I added; It mentions a Mary McGrail. I'm wondering if that's my nana's friend. I think it might be.
I've attached a photo of my nana and her girlfriends taken sometime in the late 1930's, I think. My nana is second from the left, Mary is on the far right.
