Attached is a tin type photo reported to have been taken in Kent, England (perhaps Margate) at the end of the 1800's. Can some one provide an accurate dating and confirmation of English origins.

Well...it surely looks English, especially those hats...but I'd place it in the late 1880s actually, before 1889 depending on how fashionable the lady was because the sleeving changed significantly in 1889. Around 1885 or so I'd say...my opinion...

I'd go along with that date, China - and the lady is wearing the overskirt typical of the mid 1880s, which probably goes up into a bustle at the back :) She doesn't look very comfortable! ;D
