Hi,
     I cannot find any McFetters in the Ballykelly area in the time period you give. There are some further west in the parish of Lower Cumber. However in a 1831 census index of Co. Londonderry I did find a William McFetters in the parish of Tamlaghtfinlagan which is centered on the Parish Church in the village of Ballykelly and an Andrew in the parish of Drumachose which is centered on the Parish Church in the town of Limavady, 3 miles east of Ballykelly.

There is submitted information on LDS site for there McFetters- son of Hugh McFetters and Sarah Jane Kennedy, James d.1926 married 1876 Edinburgh to Ann Blair... (that marriage could be viewed on Scotland's People website to verify names, dates, parents),

Not sure if there's a connection here but it's at least another spelling of McFetters to keep an eye out for.
Margaret McFeeters (c1802-1880) married William McLeod of Drummond, Drumachose Parish (other side of Limavady from Ballykelly) and had 8 children including a son Robert McLeod (1840-1921) who married a cousin Margaret A. McFeeters (daughter of Andrew and Ellen McFeeters).
