Title: 1928 Photo Restore?

This is a picture of my mother on her first beach holiday. Is it possible to restore it so I could present it to her for her birthday?
It is 300 ppi so I hope this is possible.

Here is a very quick attempt by me at a cleanup...you may need to go back to the original scan you did and change the physical size of the file, rather than the resolution/jpg compression, because photoshop is telling me this is only 72dpi  :-\

There's a tutorial at the top of the board that gives instructions on how to do this if you're unsure  :)
