My gr gr Grandfather Hugh Reilly was born in Aghnamullen about 1818 can anyone point me in the right direction to find the record of his birth?

Civil registration of births in Ireland started in 1864 so there will be no birth certificate for Hugh. To find church records (if the they exist) you need to know the family's religion and where they lived and then heck the local churches to see what records do exist for that period.
However, there might be more than one Hugh Reilly born in the same area around the same time, so a baptismal record on its own may not help.

All I know is that Hugh was catholic and on his daughter Sarah's birth certificate in Scotland 1855 it stated that he came from Aghnamullen in Ireland

Aghnamullen is both a townland and a civil parish.
There are some Catholic church records listed in LDS catalogue but only cover 1857-1881:
"The Catholic parish of Aughnamullen East, formerly called Lough Egish, is in the civil parish of Aughnamullen, county Monaghan. There is another Catholic parish, Aughnamullen West, in the same civil parish. There are five Catholic chapels between the two parishes. Aghnamullen is an alternate spelling used by the civil parish."
