In the splendid new Record Office in Chippenham, they have about six volumes entitled "Rough Justice", These volumes are divided into Goodies & Baddies. Sounds as if this might be what you are looking for. Unfortunately I don't live anywhere near Chippenham so cannot help but their 'phone number is 01249705500.

If anyone does have access to the index I am trying to find information about George/Jacob Hemmens/Hemens who disappeared in 1861 when he was living in Weston Super  Mare.  It is possible that he re-appears in 1881 in Bradford on Avon, though I'm suspicious of this census entry.  He married Julia Drewett in Westbury [5a 224] in 1884.

Was he imprisoned for all this time?
