The IGI has baptisms with parents William and Esther,
Frances Ann Hartwell (who would be the Fanny on the census) 24th April 1836 St. James, Bristol

Sometimes the IGI gives both parents full names with children's christenings, then you can work back to find their marriage, but I can't see a William Hartwell marrying an Esther.
You may be able to request a lookup of parish registers for one of the children. The christenings of Frances and Jane don't appear to give mother's maiden name - other children's births may or may not.
In the end your surest foolproof way to discover Esther's maiden name is to purchase one of the children's birth certificates.

As Ruskie says, one other way is by finding the baptism of one of the children in the local parish registers, that may possibly (but not always) give the mother's maiden name as there are often more details in the actual register than the extract in the IGI. Another would be to find the marriage in the registers. Sorry I don't have access to these.

Barbara can you help decipher the birthplace of Esther please? I'm not sure what it says :-\. It might be a good place to look for the marriage of William and Esther.
I note that in the 1841 Esther is born out of county but in 51 and 61 she was born in Gloucestershire, so possibly an error in 1841 or one of those pesky county boundary changes.
PS. Just checked Genuki and there is a Uley in Gloucestershire ... church is St Giles? maybe a start to look for their marriage there ....

1861 Esther's birthplace is Uley, Gloucestershire. No problem with 1841 as Bristol seemed to come under Somerset then so she was actually born 'out of county' :)
Sorry Arranroots, just seen your edit below - Somerset is given in the FindMyPast index for birthplaces, although Gloucestershire is given on image heading for Bristol. The enumeration page in 1841 states Somerset, Eastern Division - confusing!

Just to add, 1861 address is Mortimer Street, Trowbridge, Wiltshire and John and Jane both born Bristol, Glos.

In the IGI there's a submitted, i.e.needs verification, entry for William Hartwell christened in Somerset - Ilminster - but although the LDS have filmed the C of E records thereof they have not extracted the information hence you will not find a batch of C of E records on http://freepages.genealogy.rootsweb.ancestry.com/~hughwallis/IGIBatchNumbers/CountryEngland.htm but there are some non-conformist records.
You could hire and search film number 1597205 (PR's of Ilminster parish church) from your nearest LDS church for £2.70.
