In 1861 I have him as an "ag lab" aged 39 b. Itchen Stoke Hampshire, married to Mary aged 33, living in Abbotstone, Itchen Stoke, Alresford.
The eldest children are Thomas aged 13 and Laura aged 10.

i think you will find that thomas was this one
which i have found on the hampshire baptism list cd from hgs
baptism 7 dec 1829 to william and sarah in swarraton
swarraton is only 3.2 miles away from itchen stoke
i will see if i can find william a little later to day i have an idea that we might have a connection as i decend from westbrooks my self.

well i have been doing some checking and the thomas i listed above IS DEFENTLY NOT your thomas as i found your thomas and that thomas both in the 1901 census!
have you got the marriage cert yet as once i have the name of his father i will be able to track down his baptism as long as it was not a non coformist one that is. some of the westbrooks were methodists and salvation armyists.
still think that we will find a connection some where as westbrook in hampshire were not all that common
