I think that the scan quality could be improved by using jpeg compression. See if your scanning software has a 'higher quality image' option. Here's my best shot anyway.

Too little definition to be sure, but here's a digital painting of what I think he may have looked like.
This is just an intermediate stage with the original overlaid on the "adjusted" version. Does this look more like him?

This is the sort of picture which can drive a person slowly insane. I've tweaked it again and again and I am still seeing a slightly different image to the one in my mind's eye.
There's something not quite right about the chin and mouth, but I can't quite put my finger on it. If I tweak one bit, it throws something else out of whack, and I'm back to Square One! :-\
If I can ever get it to "feel" right, then I can add some of the detail, but until then its just gonna remain all hazy and undefined

The only thing that I would say is ....
maybe his lips are a bit more "tutti fruiti" than you have them ( that's what we used to say when me mother had her photo taken !! ;D ) ....... You know when you perse your lips !!

I keep looking at this one , the eye's, brow and hairline are really quite good, what if I emailed you a photo of him would that help ???

That would help enormously. If you post it here, everyone will be able to have a go.
The first picture here is just not quite clear enough to give an indication of the most important facial landmarks, the mouth, nose and chin, so another image of him would be very useful
