Title: can anyone clean this pic

hi
 ive tried to have a go but have notbeen successful  is there  any one who can salvage this pic as its the only one ive got
  of a friends wedding and they dident have any others pics took  so i was hoping to try and do it to surprize them but i think it got a bit  messed up in my album
 i do hope some one can do something with it  please thankyou

 hi every one sorry ive not been on b4 but my daughter was rushed into hopital so i had to go look after the grand kids
 thanks to irene,mudge gar mike and caz for  doing the pics  now i can give them to  my friends who never had a weddig pic took they will be  surprized  once again thank you all very much
