Was it a mining area?  A Car Tracer could be someone who hitched wagons to the ponies.

Is this a US census?

Googling car tracer brings up a few people asking what Car Tracer is because they've found it on census and they are all in the US.  General concensus is something to do with the railroad.

Googling it in the UK brings up nothing.

This is North American Term, he is involved in Railway Traffic Management, Tracer files covering each shipment are kept on the car-tracer's desk. He keeps the records of car movements.
It does not seem to be a UK census.
A Tracer aka Searcher on UK railways traces and searches for missing packages and incoming goods, making the appropriate entries on the invoices when traced or otherwise.
