The census was actually taken in the Royal Artillery Barracks in Portsmouth.
As it was an institution the relation column is headed position in institution and I think that it has been mistranscribed and should read:

Private Sappers and Miners at present sick patients in hospital

There is something between private and sappers which may just be a capital R(abbreviation for Royal?). His occupation is Royal Sappers and Miners.

Well no wonder I couldn't find it in Scotland - it's the England census you needed!  ::)
Anyway, looks like:

Privates [&] Sappers & Miners at Present Sick Patients in Hospital

occupation is "Royal Sappers and Miners" and he's born Berwick on Tweed.
