Could the phrase in brackets refer to Railway Carriage Maker?

I think it refers to work in a rolling mill forging steel tyres for railway carriages. Have a look at this site

The tyres, for railway rolling stock,  were heated in a furnace to expand them, then placed on the wheel centre where they contracted on cooling and gripped the wheel centre with strong pressure.
