Title: Jarrow Mystery

I have inherited some sort of Civic Medal (?) with the inscription "1st DRE(V), Jarrow Town Prize, won by Sgt R Barras 7 August 1897. There are no know Barras's in my family history although we do have a Jarrow/Gateshead connection. Does anyone know what 1st DRE(V) is or what the Jarrow Town Prize was awarded for or how I could research this further? Not obvious military or Police types in the 1891/1901 censuses so I'm running out of ideas!

Could it be for performing in a band, brass or other wise as it appears (by googling "Jarrow Town Prize") that awards were given out in the north east for such contests.

I guess the V in brackets probably stands for Volunteers, and maybe the D is for Durham as Jarrow was in County Durham then?
