Hi

Can anyone lookup any information on a Richard Skidmore Wrack who lived in Whitechapel.  I found the below on him  on google and am intrigued.  Unfortunately I cant access the PDF, are there any other resources I can use?

Hi Suzanne

Are you looking specifically for the parilaimentary select committe citation? 
I would imagine these are Hansard documents - I would contact the House of Commons to see where these committee documents are kept.
Do you have the url of the pdf you found as it may have further information other than that short extract?

He does appear on the 1881 census in Whitechapel with his family and his occupation is Sanitary Inspector Whitechapel District.

The document is a PDF, but to access it, it costs $24 for just one days access!  I was just hoping that as he seems to have been involved in something I may be able to search elsewhere for it.  The PDF itself is entitled:   The local state of immigration controls  Cohen Critical Social Policy.2002; 22: 518-543 .
