One of the wifes descendants in a survey in Norfolk has his occupation down as a twarter driver. Does anyone know please what that is?

in the 1891 survey robert jackson, lynch green, hethersett, norfolk. his job is twarting engine driver. He was married to sarah anne bayfield aan aunt of the wifes great grandfather bishop green
